52.68 Performance Based Navigation
52.68.2 Describe the requirements which a Part 91 operator must meet to conduct a PBN operation. AC91-21, Operational Approvals - Performance-Based Navigation
Part 91 operators
This term is used to refer to participants operating under Part 91 who:
- do not hold a Part 119 certificate, but
- have a requirement to conduct PBN operations within New Zealand.
A Part 91 operator must meet the following requirements to conduct PBN operations:
The aircraft must be equipped with approved RNAV/RNP avionics suitable for the intended PBN specification.
The navigation system installation must be approved and compliant with the applicable airworthiness standards.
Operational procedures must be established and followed, including normal, abnormal and contingency procedures.
Flight crew must be appropriately trained in the use of PBN equipment and procedures.
Navigation databases and software must be valid, current, and suitable for the operation.
The operator must comply with any operational limitations specified in the AFM, MEL, or approval documentation.
Where required, specific CAA operational approval must be obtained prior to conducting the operation.
